LABOR MARKET-ORIENTED TRAINING IN RUSSIAN FOR TOURISM: A TRIPARTITE MODEL OF COOPERATION AMONG EDUCATIONAL INSTITUTIONS, BUSINESSES AND LOCAL AUTHORITIES

Abstract
The article analyzes the current situation of Russian language training for the tourism sector through a case study at the Faculty of Russian Language and Culture, University of Languages and International Studies - Vietnam National University, Hanoi, in the context of a growing demand for high-quality human resources to serve the tourism industry, particularly in destinations with a large influx of Russian tourists such as Khanh Hoa, Quang Ninh, Da Nang, and Phu Quoc. The study employs a mixed-methods approach, combining in-depth interviews with lecturers, tourism management officials, business representatives, alumni and students, along with field observation, surveys, and descriptive statistics to collect and analyze data comprehensively, ensuring both reliability and objectivity. Findings from this representative case reveal clear strengths and limitations, providing insights and implications for developing training models that can be adapted and applied more broadly at the national level. The article proposes a tripartite training model linking educational institutions, businesses, and local authorities (Triple Helix Model) as a feasible direction to enhance training quality, increase the practical application of the Russian language in the tourism industry, and contribute to Vietnam’s national human resource development strategy in the context of deep international integration.
