Trước yêu cầu đổi mới giáo dục đại học nhằm đào tạo nguồn nhân lực có năng lực chuyên môn kết hợp với năng lực ngoại ngữ, nghiên cứu này được thực hiện nhằm xác định chính sách giảng dạy kết hợp tiếng Trung và chuyên ngành phù hợp trong bối cảnh giáo dục Việt Nam. Bốn mô hình chính sách được đưa vào so sánh gồm: CS1 (bằng kép độc lập có định hướng thực hành), CS2 (liên kết đào tạo phối hợp thực hành), CS3 (tích hợp tiếng Trung vào nội dung chuyên ngành – CLIL), và CS4 (chương trình song bằng – CMI). Dựa trên phương pháp Phân tích thứ bậc (AHP), dữ liệu thu thập từ bảy chuyên gia được xử lý thông qua trung bình hình học để tổng hợp các cặp so sánh, tính toán trọng số ưu tiên, và đánh giá mức độ nhất quán dựa trên các chỉ số λmax, CI và CR. Kết quả cho thấy toàn bộ các ma trận đều đạt độ nhất quán tốt (CR < 0,04). Đáng chú ý, chính sách CS3 (CLIL) có trọng số ưu tiên cao nhất (0,3392), được đánh giá nổi bật về chất lượng giảng dạy và tính bền vững lâu dài. Trên cơ sở đó, nghiên cứu đề xuất ưu tiên triển khai thí điểm mô hình CLIL tại các ngành có tính tích hợp cao, đồng thời thiết lập cơ chế giám sát điều chỉnh linh hoạt phù hợp với thực tiễn.
